multsig:
do not allow parallel refresh while calling make_multisig,
finalize_mutlisig, or exchange_multisig_keys using lock_guard;
check if syncing is enabled after lock is lost to is_daemon_synced();
try...catch around m_w2->refresh() same as rpc/wallet.cpp;
