Webhook delivery currently makes a single attempt. A transient network
issue or 5xx response permanently loses the payment notification.
Changes:
- Retry up to 3 times with 1s/2s backoff on 5xx or RequestException
- Increase timeout from 5s to 10s
- Log failures at ERROR level (was WARNING/DEBUG)
