Jérôme Lebleu 8d1f1e58ae Bump Django to 2.1 and rename view permissions

The main change is the addition of a view permission. To prevent
redundancy, the custom and current `view_` permissions are renamed to
use the new ones - e.g. `view_aliases` is renamed to `view_alias`. Only
`view_domain` is used to check permissions and `view_domains` is not
deleted in case customizations have been made by user - in such case
a manual squash is needed.

Jérôme Lebleu e0c7305149 Bump djangorestframework to 3.11 and move to OpenAPI

CoreAPI is being deprecated and since 3.10, settings must be modified to
keep using CoreAPI schemas. This is especially required for the
documentation generation.

To prevent settings modification while upgrading Modoboa and to follow
the standard for modeling Web APIs, CoreAPI is removed. Instead, OpenAPI
is used to generate the schema and Swagger UI is used to render the
documentation as described here:

Jérôme Lebleu d06692e06a Bump requirements versions 
Each package version is updated to use the last one if it doesn't
require code changes. Only Django REST Framework is currently stuck on
release 3.7 since breaking changes and deprecations come with newer
releases.
