build: prepare v0.11.6.0

Three changes since v0.11.5.0, all about a node's first few minutes:

- refresh the mainnet seed nodes, dropping three addresses that no longer
  answer and adding five that do
- query seeds.wownero.com, so the seed set can change without a release
- document syncing on a slow or lossy link, where block requests time out,
  peers score negative and the node bans its way down to no peers

A node on a good connection reaches the tip either way. A node on a bad
one could not get past the first few hundred blocks.
