release: bump version to 5.0.0 + defer arm64/riscv64 (continue-on-error)

v5.0.0 ships Windows x86_64 + Linux x86_64. arm64/riscv64 (Qt static-link gap) and macOS deferred to v5.0.1. continue-on-error keeps the cross job from failing the release run while I keep iterating it.
