depends(native_qt): keep testlib enabled so the host builds qmltestrunner

Cross qtdeclarative builds tools/qmltestrunner (QtQuickTest, needs testlib) and demands a matching HOST tool; the host's -no-feature-testlib left it without one, failing 'Configuring qtdeclarative' with 'Failed to find host tool Qt6::qmltestrunner'.
