jwinterm ca67b20dd0 fix: log wallet RPC errors at ERROR level instead of DEBUG ...

When get_transfers_for_address() fails in the reconciler, the actual
exception was logged at DEBUG level. With the default LOG_LEVEL=INFO,
these errors are invisible — invoices silently fail to reconcile with
no indication in logs.

Combines the two log calls into one at ERROR level so the exception
message is always visible in production.
