jwinterm f420e3906e Contracts: remove the unused contract test module ...

controller/tests/contract/mod.rs was never declared as a test module, so
none of it was compiled, and most of it was commented out. Its
create_wallets is an older copy of the one in the shared test module,
which every contract test already uses.
